The Executive Director
Roy A. Millmore retired from his position as
Deputy Chief of Investigations for the State of Texas workers’
compensation fraud unit in March 2006. His career in law enforcement
spans thirty-seven (37) years. He currently maintains an active Master
Peace Officer status with a local agency and has been appointed to
Constable Abercia’s “Advisory Staff” in Precinct 1 of Harris County.
Mr. Millmore earned a B.A. degree
in management from the University of Redlands California and is a
Certified Fraud Examiner. He completed command school at the Southern
Police Institute for law enforcement executives at the University of
Louisville, Kentucky. During his law enforcement career, he worked for
local, county, state and federal agencies.
Subsequent to his municipal
duties, Mr. Millmore supervised the insurance fraud units of two
District Attorney’s Offices and, in cooperation with state government,
developed a state-wide out reach program to educate both the public and
private sectors on strategies to combat fraud. Working with the United
States Department of Defense as an Administrative Sergeant, Mr. Millmore
wrote policy and procedure for national security issues relating to the
development of U.S. weaponry and space technologies. Additionally, Mr.
Millmore supervised a full compliment fire department for a 50,000
employee government facility that included an airport for both military
and civilian use.
Mr. Millmore’s career is unique
from most law enforcement officers in that he also is an entrepreneur.
He was successful in the building and operation of a family restaurant,
he was a locomotive engineer for the Atchison Topeka and Santa Fe
Railroad in Los Angeles, California, and has developed numerous
community projects from the law enforcement and business cooperative
perspective. Mr. Millmore is a successful lecturer and trainer on
business opportunity and operation. In addition to having established a
reputation as an expert in law enforcement strategies in community
policing he has published in house training manuals for law enforcement
personnel. He has expertise in health and safety and in civil and
criminal workers’ compensation fraud. Furthermore, he consults with
business leaders to inform and educate them on issues important to the
prosperous development of the community. Mr. Millmore has promoted
multi-departmental programs including community policing and outreach
programs that help businesses and residents work together.
